They are the constitutional guardians of Ministry procedure.
Their sole concern is answering one question:
“Is this procedurally correct?”
They are not consulted first.
Indeed, considerable effort is made to ensure they are consulted only after every other possibility has been exhausted.
They become involved only when:
- Departments disagree.
- Established precedent conflicts.
- An exception is proposed.
- Wording acquires constitutional significance.
- Somebody says, “I’m sure it’ll be fine.”
Rectitude represents procedure before practicality.
It maintains that procedure exists to protect everyone, particularly from one another.
Appeals material has now been requested from that Office.
Experience suggests they will first determine whether the request was submitted correctly before considering whether to answer it.
